[ORE] New ORE Magic System

Okay, I've been working on a more "D&D" type magic system for ORE...

Basically you have a Sorcery "Focus" which is the type of wizard you
are (Fire Elementalist would be a good example of this... druid might
be good too... basically it's a magic theme). Then you then have
twelve "effects" you can buy under the Sorcery skill... these are
binary effects and cost 2 XP each for unlimited or 1 XP for limited
(e.g. an Aritficer may take a limited "Mending" Effect to only apply
to constructs... thus he can't heal his companions, but he can fix
things).

The Effects are: Abate (weaken), Abet (buff), Assail (harm), Becalm
(charm), Buttress (protect), Expose (info/perception), Hex (curse/
debuff), Incite (rile up), Mend (heal/fix), Shift (move), Still
(hold), and Veil (hide/obscure). You also have three Qualities: Range
(Touch, Close, Nearby, Long, and Unseen), Targets (Single, Area,
Group, Crowd, and Army), and Duration (Instantaneous, Brief,
Concentration, or Long).

So, the Fire Elementalist could build a straight up ASSAIL spell to do
most of his fire based magic... meanwhile you could build an ABET/HEX
"Witch" who focuses on buffs/debuffs. You can also mix and match
Effects... so if you want to create a wall of fire: ASSAIL and
BUTTRESS. Want to create a invisible flying carpet? SHIFT and VEIL.

There are also rules for Rituals and Rotes, which are used to reduce
the Intensity... My goal was to create something that was open ended,
but fast to adjudicate...
