On first blush I like it a lot. 
 
The Effects are: Abate (weaken), Abet (buff), Assail (harm), Becalm
(charm), Buttress (protect), Expose (info/perception), Hex (curse/
debuff), Incite (rile up), Mend (heal/fix), Shift (move), Still
(hold), and Veil (hide/obscure).

I'd add a shapechanging set -- Transformation. What would its mirror opposite be?

You might -- not certain, but might -- want to make this logarithmic or whatever you call it. One extra round means -1 Intensity, a minute equals -2, an hour equals -3, etc. Or else make a clearer delineation between "taking an extra time" and performing an hours-long ritual, since they serve similar functions. 

There are also rules for Rituals and Rotes, which are used to reduce
the Intensity... My goal was to create something that was open ended,
but fast to adjudicate...

Oh, that elusive, ineffable goal....
