It does exactly what almost all RP settings *never* do, no matter how
hard you wish they did,... in that it gives you *plenty* of characters
with full write-ups and descriptions. Describes, in detail the various
technologies, cultural mores and world-spanning vibes that comprise
the setting and on top of all that, it gives GMs actual metrics and
systems for allowing PC-plot and actions to have an effect on the
entire world and the gradual development of history-to-come.
I cannot recommend it highly enough.
