This is definitely one of those issues where the ORE's insane
flexibility almost seems like it's about to become a liability. But, I
don't think it actually falls over that edge, in this case.
On one hand, Telekinesis is just obviously a miracle. It's very easy
to just say, "well... that's what "Linked" is for," and move on.
Personally, as a GM it's the way I'd go. "Telekinesis *based-on*
Mind," and "Telekinesis *Linked-to* Mind," are pretty much exactly the
same statement in my way of looking at things.
On the other hand, it's not unusual for Hypers to do things that step
outside the bounds of what can normally be accomplished with the
normal stat or skill in question. One of the example powers in WTEE is
a Brawl hyper-skill that allows you to light things on fire by hitting
them.
I think you might even buy additional A, D and/or U qualities for the
character's Mind stat, to add in the telekinetic abilities. This does,
by default turn his "Mind" into "Hypermind." But, so what?
