[ORE] (WT) Heavy Armor and Hardened

The write up for Hardened says "This Extra applies to the Defends
quality if it also has the Armored Defense Flaw. With Hardened
Defense, your Armored Defense's LAR is not re-duced by Penetration."
Does this mean that this extra doesn't apply to Heavy Armor?
