Well, actions taken against a Threat reduce the Threat's dice pool. That's why Feet + P.E. or Face + Put-Down are just as valid at hurting it as Hands + Punching.
So I would suggest just reducing the Threat's dice pool by an amount equal to the number of rounds it would have been stunned. So, if your roll would have stunned a hit location for 2 rounds you would reduce the Threat by 2 dice.
