Reading the subject I thought about something different: What about having a power who feeds from common views/memes/Jung archetypes/etc.? Something like the avatars in Unknown Armies.

I want them to have the proverbial snowball's chance to use the power alone but really its for the group to use for something particularly miraculous (like altering a community to remember 4 teenagers that didn't previously exist complete with places in separate families).
