I was thinking of a power that let each member of the gestalt contribute +1d to a hazard/threat/whatever. Hm, or maybe +1hd -- even with +1d for taking time, the individual is unlikely to accomplish anything, but even two together are scary.
Gestalt Power 1hd (ADU ADU; 28 per die; 56 points)
Attack, Capacity: Range
Defends
Useful (psychic whammy) Extras and Flaws: Variable Effect +4, Permanent +4, Spray +2 (1hd)
Attack (aid gestalt) Extras and Flaws: Augment +4, If/Then (only for others' Gestalt Power) -2
Defends (aid gestalt) Extras and Flaws: Augment +4, If/Then (only for others' Gestalt Power) -2
Useful (aid gestalt) Extras and Flaws: Augment +4, If/Then (only for others' Gestalt Power) -2
Net effect: a member of the gestalt can roll 2hd for a Variable Effect, and have 1hd for the emulated power (though he may get more dice with Spray if balanced with Willpower or Flaws). Other members can contribute +1hd to the emulated power.
Also, they can kill you with their brain. Psychic nosebleed optional. Variable Effect seemed unnecessary for Attacks and Defends.

Honestly, I think that is probably best handled as a power source -
instead of being a mutant or a science experiment or using magic, you
draw your superpowers from the collective unconscious or whatever, and
have the restrictions just tied to that source instead of doing it as
a seperate power or whatever.
