[ORE] Map help

Does anyone know of a map program that would overlay hexes (or squares even) on a Googlemap (or similar).  I think I've hashed together a reasonable mass combat system for Godlike (used Die Men! as a starting point) but would like to have a gridded out map of Prague and the area.
