You may want to add duration to the variable effect Useful, it adds some versatility. With duration you can create temporary versions of instant powers, without it you have to recreate the power every time. Example:
Blood Bubble-create a Forcefield that contains injuries functions like a healing power. Say it costs 2pts per die and you want 2 wiggle dice so you can affect damaged limbs. That's 20wp to make the power which you can use once.
With duration on Variable effect you make the power and it lasts for the duration so you can use it once per round.
Also: Keep in mind, your Useful does not have the flaw "only for variable effect, so in addition to its versatility it has a default effect that costs no WP you may want to define.
