Mostly agree with Matt on this, although I'd use Attached (Fox Form) -2 instead of an If/Then, since that's exactly what Attached is for.
It might also be worth throwing Go First on Fox Form (and/or other powers, if appropriate) to make sure you beat normal sets in initiative.

We're converting existing characters into Wild Talents and we're having trouble with one of the PCs.
Aeris possessed superhuman Body and Coordination. She can also transform at-will between her normal human form and a humanoid foxgirl form. In the fox form, she will remain until she desires to change, or something zaps powers. Sleep or unconsciousness won't force her to revert.
In Fox Form, She's a little stronger and more agile, gains superior senses a fox might have (namely hearing and smell, maybe better night vision), and develops the ability to make minor illusions, modest things she can use to distract and annoy. (This is apparently something foxes do in some mythology?)
What's the best way to work out a single form, which carries a number of set abilities with it? Alternate Forms really seem like the answer for me. How about....

Transforms the physical form of the use into a single per-defined form of roughly the same mass.
2HD of this is 20 points. I could do this cheaper, but the player really wants the form to remain until dismissed.
Then the player buys a wiggle die of Body and Coordination, maybe one or two of Sense or a power to enhance hearing/smell, and the illusion power, all with the If/Then flaw "Only while Foxy" or something. Or would using Attached be more appropriate? It kinda seems like it would be scamming for extra points to me. :P
Using Alternate Forms, removing the variable effect and if/thens, and upping Duration to Endless, it'd be 15/die, or 60 for a pair of hard dice. Then those hard dice would be put into stats or powers worth far less than the 60 points invested in the power.

gain a few extra powers. The concept began as a permanent transformation, but she gained the ability to control it in play. Alternate Forms seems a pretty costly way to handle a fixed transformation with fixed abilities.
The Fox form is a bit stronger, like maybe 1D worth, maybe 2D more coordination, enhanced smell and hearing, and minor illusory powers (apparently a mythical quality of foxes?).
Now, re-reading it, I wonder if this might work: Alternate Form, with variable effect removed on all qualities. Cost drops to 6/die. Character buys 2HD for 24 points, guaranteeing success whenever he wishes to transform, and one of each of those always goes into Body and Coordination. Then buy the Illusion power as needed with the Attached flaw?
Within the setting, powers are zappable by a number of means (baselines humans developing new technologies to match or counter powers), so this might strip the character of the power
