For the first, I agree with Shane. However, I'd let you use "Read
Thoughts" to find a person if you were patient and didn't mind reading
thoughts one at a time. Depending how crowded an area is, this could
take a while.

For sending thoughts, I'd make a separate useful quality, so "full
telepathy" would be a 4 point/die power at its base.
I might let a person have a single power for "Thought Communication,"
allowing two-way communication with a willing partner within range,
but on its own it would not permit you to read thoughts other than
those the person chooses to share as part of the communication.

In my current game, a major NPC who is sometimes an ally and sometimes
an obstacle (and currently the latter) is an extremely powerful
telepath. When I was building it, I found the points too high, so I
made her power a sort of cosmic power with If/Then flaws to make it
"Telepathic Powers Only."
