If I start a new game, new system, I have a group session where we go over rules and make characters. We tweak them later as people figure out the system better. One or two premade examples is useful, but I don't make players play those.

If I convert to a new system, as happened when I switched to ORE for my current game, I convert their characters, then let them review and make sure I captured the flavor right with my design choices, and still let them tweak if needed in the first couple of sessions.

At con games it's always pre-gens for me.
