Radius might work, I'd go +6 for a 60 yard radius AOE (about a football field).
The "on hearing" part is fine, the added range shouldn't be necessary if you're treating "on hearing" as an extra rather than a flaw.
Speeding Bullet works fine, but unless you want every foe to be Captain America for their cause etc, it might be overkill. Unless Com/Stability Pools are all HD already in which case, go for it.
