I'm inclined to believe that on sight and on hearing are intended to be "the target just needs to be able to see/hear the user." So a Radio or TV broadcast is a medium. Read the other way the advantage is good for killing news anchors reporting live and little else...
I'm comparing this to Progenitor's Reddy March who has a sort of inverted type of power that frees people's minds which is described as being usable via radio broadcast:

Without his flaws it's a 10pt/die power, swapping in Radius for Area it hits everything within 60 yards of its source (180feet, a lot of people in a crowd), with Spray he doesn't take penalties for creating multiple AOE's so hitting every speaker at an event or targeting a few high density locations where the broadcast is known to be playing should be manageable, then it's just a matter of getting enough sets. Reddy had 10hd.
