As with most things in WT it's supposed to be kind of a judgment call. Mechanically, each power quality acts like a separate power. But maybe it's a close enough fit to work. Like if your power was "Shape Fire" and just Useful, then adding an Attacks quality for being able to focus it harmfully doesn't sound like a stretch.
