The Defends Quality works like any other Defends.  It does not trump timing.  Do keep in mind that with Duration, it will keep the same set you rolled to activate it and passively apply it as gobble dice until you turn visible or reactivate it.

The Useful quality automatically succeeds against any sight-based detection.  No mundane roll will succeed in seeing you, and other senses would reasonably be at a disadvantage, at least for range.  No reason you can't also make a mundane stealth roll to also gobble their perception sets, though.

Obviously Useful (Summon Small Animal To Explain Noise) is a helpful supplementary power.  That I should give an NPC at some point.

So in combat the attack would be reduced as long as it's slower and less hight. Outside combat if speed or hight beat you they just notice you.
