To me it is a simple matter of the quality definitions. Attacks quality attacks, Defends quality defends, and Useful does neither. Useful could counter some other Useful effect, but it can't stop combat damage, because that's Defends' job.
But the HAR and LAR won't protect a non-physical attack. Adding variable effect would help.
Now, the non-physical attack should have a defined non-standard defense, as well. Maybe the variable defense can be defined as "only to adapt to non-physical attack" or something.
