As I understand it the 'torso' location is a huge pile of flesh wounds, while 'head' should really just be an abstraction of all vitals.
I would recommend a modified called shot system. GM picks a hit location number, character suffers a -1d for targeting the location, further -1d for targeting a smaller portion of that location (organ, nerve cluster, pressure point) and if the attack succeeds the target suffers increased grief in exchange for reduced damage or something along those lines. Perhaps the target can save using endurance.
