Do you want astral projection to be purely for observation, like
Ghost? If it is like Ghost, according to the rules, you don't interact
with the physical world. This would be easy to do.

If this is the way you're going, just buy Perceive [Use Normal Senses
at a Distance]
U+2, Booster +6, Duration+2, Delayed Effect -2, If/Then (Body goes
comatose)-1
that's 7 points per die.
Delayed effect reflects your need to put your body in a comfortable,
safe position, mentally focus, and send out your consciousness.

You could probably drop Duration, if all you'll do on any given turn
is Perceive. You don't really need it then.

You could throw in Willpower Bid, Depleted, or other minor Flaws to
bring the cost down. You could add an If/Then (psychics can see the
projection) -1 (or supernatural types) if that fits. This way, some
supers could tell that they were being spied on and know what the spy
looked like. A mystic amulet Focus could lower the cost too.

If you want to be able to use your psychic blasts, or whatever, at a
distance while astral, buy them with Booster and Attach them to astral
projection. You could also add in If/Then (only when astral) -1. You'd
want Duration or Endless on astral projection then, so you can keep
your long-distance focus and Attack, or whatever.

My version is more like remote viewing than astral projection, but it
might do for your purposes.
