I would probably do it this way:
* Basic training allows them to make unskilled rolls on the relevant skills using just their stat dice without a penalty. (With the notion that a civilian ought to suffer penalties or risk FUBAR results for, say, firing a submachine gun without training.)
* Each character gets a budget of 30 skill dice to put wherever the player wants. No skill can be higher than its stat.
* Each character has a budget of 25 Will points for Talent powers.
* Each character gets one of these: +2 stat dice or +10 more Will points for Talent powers.
Or use the Custom Character rules from the paperback and PDF edition.
