[ORE] Resisting with willpower.

Me again,

Further to my previous post I have been reading the rules regarding resisting Hyper Charm/Command and Mind Control.

On page 51 WTEE, it says you can spend a point of WP to buy off a point of width of a power that changes your mind (or body) but says that this only applies if the power causes some major change, not ordinary attacks.

And on page 44, that Charm/Command can be resisted in the same way.

My question is; what constitutes a "major change"? Would you suggest that basic commands that do not directly go against a characters self interest or loyalties/passions can not be resisted with willpower or can any use of mind control be resisted in this way?
